Housing and Development (Animals) Rules

Subsidiary legislation regulating the number of cats, or dogs (and which specific breeds) that are allowed to be kept on premises. Section 2 limits premises and applicability of provisions only to 'lessee[s]' which 'includes any licensee, tenant, or owner of any property liecensed, leased or sold by the Board under the Housing and Development Act'. Section 3 states that notwithstanding any tenancy, license or lease agreement, or any consent given by the Board pursuant to agreement, no lessee shall keep any cat or dog in premises unless s 3(2) applies. Section 3(2) limits premises to only residential premises, and allows the lessee to keep, by discretion of the Board, not more than one dog of the breed specified in the Schedule. An officer of the Board, or any duly authorised may enter and search premises with regards to ascertain the presence of any dog or cat, of certain number or breed, at any reasonable time according to the lessee. This sub legislation includes the schedule of breeds of dogs allowed, as well as the economic penalties to be paid if failure to comply to provisions are found (s 5). (Revised 25 March 1992).

Animals and Birds (Pet Shop and Exhibition) Rules

Subsidiary legislation under the Animals and Birds Act dealing with licensing and operation of pet shops. Prohibits use of any premises for any exhibition or distribution of animals unless licensed, see s 3. Section 4 deals with the requirements in applying for license, including the Director General's power to intervene, refuse or issue additional requirements. Once licensed, operation of petshops per s 6 requires each licensee to comply with conditions subject to which their license was issued. Director-General may issue directives to licensees regarding the operation of their petshop, even if licenses have been revoked per s 7(2). Persons contravening rule 3, 5, 6(1) or 6(2) or any issued directive may be liable to economic penalties. (Revised 30 September 2004).

Animals and Birds (Live Fish) Rules 2011

License required to import or export live fish, and is to be approved by the Director-General per s 3. Permits must be obtained from the Director-General for import or export to be conducted per s 5 and s 6. If imported, condition of live fish must adhere to s 7 of 'Import health requirements'. If exported, health certificates must be applied for and approved by Director-General per s 8. Contraventions of provisions above, as well as offences which include altering, falsifying any information on health certificates, forms or documents may be subject to revocation of license or economic or criminal penalties. Animals and Birds (Licensing of Farms) Rules

'Farms' are defined in s 2 of the legislation as 'any land or premises, whether enclosed by fencing or not, used for the keeping, rearing, breeding or boarding of animals or birds for commercial purposes'. Section 10 of the legislation gives the Director General power to issue directives as he thinks necessary for: the biosecurity and proper management of licensee's farm; the containment of spread of disease among kept animals or birds; the purpose of ascertaining whether kept animals or birds are diseased or have been exposed to disease. Subsidiary legislation under the Animals and Birds Act that deals with licensing and control of dogs (both strayed and licensed). Sections 3–8 detail the requirements of a license to own or keep a dog, the process of applying for said license, license fees, mandatory compliance, and amendments in change of address or in situations only applicable to dog farms or pet shops. Section 8A deals with cases of dog bites and the authority of the Director General where reports are made of such cases. Section 9 affirms the authority of the Director General in dealing with dogs (licensed or not) at large, and resulting offences which owners of licensed dogs at large may be found guilty of. S10–12 expands on the scope of authority of the government in the treatment of dogs (licensed or not) found to be in poor health, and the Director General's authority in releasing impounded dogs or requesting licensed dogs to be produced for examination. Sections 13–16 also gives the Director-General the authority to remove stray dogs from premises as well as revoke licenses if contravention of any aforementioned provisions are found. Parks and Trees Act

This Act provides for the planting, maintenance and conservation of trees and plants within national parks, nature reserves, tree conservation areas, heritage road green buffers and other specified areas, and for matters connected therewith. Section 7(3)(a) provides that a central purpose of setting aside national parks and nature reserves is for 'the propagation, protection and conservation of the trees, plants, animals and other organisms of Singapore, whether indigenous or otherwise'. Section 9 of legislation details prohibited conduct/offences towards animals in national parks, reserves, conservation areas, etc, and the attached penalties. Section 9(2) is a broad offence that prohibits persons from carrying out 'any activity within any national park or nature reserve which [they] know or ought reasonably to know causes or may cause injury to, or the death of, any animal or any other organism within the national park or nature reserve'.
